Please Help Tired of Itching?

About 4 weeks ago I started getting extremely itchy on my upper thighs and hands and also butt. It's worst when I wake up. It has calmed down quite a bit in the last week though. When I was at the doctor last Tuesday there were no bumps or anything on my legs so she said it was dry skin and I've kept lotion on my legs and butt which has pretty much eliminated all the itching. However also for 4 weeks I have been getting his little bumps on my hand randomly. They will appear in a little cluster and itch terribly and then go away. She said I was having an allergic reaction to something, but I dunno. They are tiny little bumps that appear in a cluster and look like a pinhead in the middle. Sometimes there will be one or two big enough to squeeze and a clear fluid will come out then it will stop itching. Last night my hand was so itchy I woke up and rubbed it down with hydrocortisone (spell?) and lotion and it still itched for about 15 mins and finally stopped. It wasn't just extremely itchy last night it was also tingly and only in between my fingers. My dog has also been itching a lot lately, we found one tick on him, but have seen no more or any fleas. Ironically my cousin came over last week (it was my first time seeing him in a couple of months) and he was also complaining of itchy hands and upper thighs. Any clue what this could be I'm miserable?
