Cell phone battery electrical discharge?

I recently got a new cell phone extended battery. The back cover doesn't completely stay closed, its open about a crack. It seems like its causing electrical discharge. Its like my hands feel tingly from holding it. I was wanting to know if not having this back piece on completely will cause that and is that dangerous.
